E-Z Bel Construction has spent more than 55 years working with cities and engineers to build infrastructure that matters in everyday life: roads that connect families, water systems that protect neighborhoods, and projects that help communities thrive.
E-Z Bel was born from a father’s reputation and a son’s ambition. Mr. Isabel C. Rodriguez was a well-respected superintendent in the San Antonio construction community. He taught his son, Roy I. Rodriguez, the value of hard work, discipline, passion for the craft, and the importance of keeping your word.
When Roy founded this company in 1971, he chose a name that honored his father’s legacy — the name everyone knew him
by: E-Z Bel.
Through his leadership and commitment to excellence, Butch Leist grew Hill Country Bridge into a trusted name in Texas bridge construction, culminating in the company’s acquisition by E-Z Bel Construction in 2022.
What started with survey and consulting services grew into a full-service civil construction firm serving cities and communities throughout South and Central Texas. E-Z Bel did not just grow in size — it grew in purpose.

The E-Z Bel story started long before the company itself was ever formed, with Mr. Isabel C. Rodriguez — a respected superintendent in the San Antonio construction community, known for his discipline, craftsmanship, and the pride he took in doing things the right way. His son, Roy I. Rodriguez, admired his father deeply and learned values that would define a lifetime of work: hard work, accountability, and the belief that your word matters.
When Roy had the opportunity to become a business owner, there was never a question of how he would honor his father’s legacy. “Isabel” was a name many struggled to pronounce, and over time his peers fondly nicknamed him “E-Z Bel.” When Roy founded the company in 1971 with his wife, Lydie, he chose that name — not as a brand, but as a tribute.
E-Z Bel began in San Antonio offering survey and construction consulting services, built on trust and relationships. As opportunities grew, Roy began taking on select construction projects and building them in-house. Long before it became a mission statement, building opportunity was simply how the work was done. This was the foundation — where craft, character, and community came together, laying the groundwork for generations.
Growth Built to Last
As E-Z Bel entered the next chapter with Michael R. Rodriguez taking the lead, growth required more than effort — it required structure. In 1995, Ish Garcia joined the company full-time, and together with Michael, a disciplined operating model began to take shape. They helped build the systems, safety standards, and consistent execution that allowed E-Z Bel to grow without losing what made it strong.
Facilities expanded. The headquarters relocated. The China Grove yard was acquired to support a growing fleet and workforce.
The Traffic Signals division became a major driver of growth, and partnerships with public agencies deepened and in 2001, E-Z Bel was named the City of San Antonio’s Vendor of the Year — a reflection of the trust our hometown had in us.
By 2010, E-Z Bel had grown to approximately 120 employees — steady opportunity creation, not rapid expansion. During this era, values were formalized around process, people, and purpose. And this purpose came into clear focus as:

And closing this period out with doing more than 6X the revenue of the decade before.
The Work Gets Bigger, the Value Stay Put
2015 was a hallmark moment when Stephen Park introduced and shepherded EOS, strengthening alignment, accountability, and scalable execution for all the divisions in the company — changes that became a catalyst for the growth that followed.
In 2020, leadership and ownership formally transitioned to Stephen Park and the EZ Bel Leadership Team, and the company entered a new era with approximately 180 employees. In the years that followed, capability expanded through bridge acquisition and self-performance, technology investment, new services, and regional expansion.
By 2023, EZ Bel ranked among the Top 50 contractors on TxDOT’s backlog list, entered the electrical substation market, and expanded into dry utility duct bank installation. In 2025, EZ Bel expanded meaningfully into Austin, delivered its first ITS project, launched High-Mast Lighting services, established self-perform bore operations, and continued growing at scale.
Today, EZ Bel operates with nearly 400 team members executing the largest projects in the company’s history. Over this 10 year period, EZ Bel has multiplied it’s impact nearly five-fold as capabilities have expanded in San Antonio and across the state.
The work is bigger. The reach is broader. And the purpose remains unchanged. EZ Bel continues to build opportunities — by constructing the local communities that shape our great state.

Revenue growth accelerates alongside expansion of the Traffic Signals division.
Company headquarters relocates to a new facility at 203 Recoleta Road to support scale and operations.
The China Grove yard is acquired, strengthening fleet operations, material storage, and logistics capacity.
Company workforce reaches approximately 122 employees, reflecting steady opportunity creation.
2011–2014 — E-Z Bel continues disciplined growth through repeat public-sector work and increasing operational maturity.
2014 — E-Z Bel is awarded the Blanco II project, the largest project in company history at the time.
Stephen Park introduces and champions the implementation of EOS, initiating a company-wide shift toward accountability, clarity, and scalable execution.
The company purchases the 214 Jackson Keller property to support long-term growth and capacity.
EOS traction deepens as leadership alignment, accountability, and operational discipline become embedded across the organization.
Additional Jackson Keller properties (102/104) are acquired to support expansion.
2017 — E-Z Bel becomes a qualified vendor for CPS Energy, strengthening technical credibility and safety performance.
2019 — E-Z Bel reaches a new level of scale, supported by the disciplined systems built over the prior two decades.
Leadership and ownership formally transition to Stephen Park and the E-Z Bel Leadership Team.
Company workforce grows to approximately 180 employees.
E-Z Bel celebrates its 50-year anniversary while continuing to deliver critical infrastructure across Texas.
Infrastructure work begins in the Pearl Brewery area, supporting one of San Antonio’s most prominent redevelopment projects.
E-Z Bel acquires Hill Country Bridge, expanding structural and bridge construction capabilities.
Strategic decision is made to self-perform bridge work.
Technology investments accelerate, improving field-to-office integration, accuracy, and scalability.
Self-performed bridge operations become fully active.
E-Z Bel ranks among the Top 50 TxDOT backlog contractors at year-end.
